The Commissioner is one of a three-member panel forming the Board of the PNG Accident Investigation Commission. The Board performs a strategic oversight role as part of the AIC Board, among other function mandated under the Civil Aviation Act 2000 (as amended) and the Commission of Inquiry Act. The Commissioner, having a leadership role is expected to possess a high level of integrity, leadership, and oversight to ensure that the organisation fulfills its Mission and implements its Corporate Plan, complies with all national and international obligations and requirements, resolving matters of contention and conducting performance assessments for the CEO.

The Commissioners and the Chief Commissioner, as a Board, fully report to the Minister for Civil Aviation for the functions of the Commission under the Civil Aviation Act 2000 (as amended).

The Commissioner position is an NCD based role.

NOTE: The Commissioner role is not an AIC employee position. It is Non-Ex-Officio Board member role and is paid such fees and allowances as required under the Boards (Fees and Allowance) Act (Chapter 299).

 

ESSENTIAL QUALIFICATIONS, SKILLS & EXPERIENCE

The Commissioner shall be a person with significant aviation industry experience, being either the holder or former holder of a commercial pilot's licence or an aircraft maintenance engineer's licence or a senior manager in civil aviation safety and/or a person with qualifications and experience relevant to the functions of the Commission.

  • Must be a citizen or permanent resident of Papua New Guinea.
  • Must hold or have held a commercial pilot’s licence, aircraft maintenance engineer’s licence, air traffic control licence, or a minimum bachelor’s degree in civil aviation having significant experience as a senior manager in civil aviation safety.
  • Must have significant experience in the aviation industry or any other transport safety industry that is acceptable to the Commission.
  • Sound knowledge of the PNG Civil Aviation and Safety System, Civil Aviation Act 2000 (as amended).
  • A good understanding of the Convention on International Civil Aviation and ICAO Annex 13.
  • A good understanding of the Government and Public Service laws and policies which govern statutory agencies.
  • Must be a person of high integrity with respectable reputation and history in the community and demonstrated application of strong ethical values, and sober habits.
  • Demonstrated ability to work as a member of the multi-disciplinary team, and ability to define, set and review strategic organisational objectives.
  • Must have excellent communication skills.
  • Must be able to attend, in person, Board/Commission quarterly meetings and other Commissioner meetings as may be required by the AIC, the Chairman, or the Minister.
